It's the person in the clothes that makes them hot or not. For example, I hate to see guys in baggy jeans, but if a guy is appropriately wearing them and he looks good in them...then that's sexy to me.

But the sexyiness comes with the individual's confidence level.

I like to see a guy dressed neatly and smelling good.

For me it's the man that makes the clothes!! Personality comes first!!
