Is the only difference between flavoured liqueurs and extracts the sugar content?

Is the only difference between an extract and a flavoured liqueur that the liqueur has added sugar to make it palatable on it's own?

Also are they interchangeable in recipes if I wanna mix up the flavours?

    Liqueurs have alcohol in them, extracts do not.

    That's NOT true!! High quality extracts are made with Alcohol !!!!!

    Yes, generally speaking, Take a vanilla bean and put it in vodka and you will make an extract.(extracting the vanilla flavor into the vodka).

    Add sugar and it is a crude form of Liquor.

    You can add any flavor you want to your alcohol base to make it a liquor.
