What to do if Internet Broad band provider is UN plugging my connection Frequently ?

I am having internet connection from a noted Broad Band provider. He says the local cable operator is finding problem to give connection continuously. I am regurley telling internet provider to give connection or return my money (Rs. 2000/. and also monthly plan amount) which is taken but no action is taken. he simply says that our engineers will contact you shortly but no one comes, communication is only on phone, theiir office is in Chennai & I am in Bangalore. What to do?
