You should learn HTML and you can for free at http://www.w3schools.com/
You will also need an HTML editor, Adobe Dreamweaver is the best and comes with a 30 day trial.

The best free one is NVU
Then you need to find a host, I have several of the most popular free hosts listed below. If you need your own domain and you are willing to pay a nominal fee then http://www.godaddy.com/ would be your best option.
Microsoft Office Live offers a free domain http://office.microsoft.com/en-us/officelive/FX101... and it will include their logo and link to their service on your site. They are hoping to snag a large share of the market by offering a free domain, hosting and 500MB of storage. It will require a credit card to verify your age.
You can also visit http://www.dot.tk/ and register a free domain but it will end in .tk rather than .com.

If you want to make a really professional website you will need to learn html code and css. A good website for this which i have used is:
www.w3schools.com
this has interactive demos and tutorials. Another good website is:
http://www.davesite.com/webstation/html/index.shtm...
When making your website you may have specific requirements for code. Just search these on google.
You could always practice with html coding on your Myspace page. This site allows you to enter your html code so you can preview it:
http://www.w3schools.com/html/tryit.asp?filename=t...
You will need an html editor such as Dreamweaver,
https://www.adobe.com/cfusion/tdrc/index.cfm?produ...
although it takes some practice. NVU is a free version.
Instead you could use a WISIWYG editor such as Microsoft Publisher. You can design your page easily like u would a poster etc and then it converts it into html code for you if you save as a website.
Once you have made your website u need a host. Examples are:
www.host-it.co.uk
www.fasthosts.co.uk/hosting
If it is for a business it would be best to buy your own domain name. one possible website to do this is:
www.lowcostnames.co.uk
Once you have set up your website you will want it to show up on google so need to make links to it across the web, or submit the url to google.
It may be quite time constuming to set up a website and quite difficult to make it professional. You could try sites such as Myspace as alternatives. Google have their own website for making your own website:
Instead of bothering with all this i have created a free flash website on:
www.cabanova.com
It is very easy to use and allows lots of different features.

Well, it depend on what type of site you want. I use piczo, but that might not be what you're looking for. Try Freewebs, if you don't want to spend any money.
