look through your notes for hypothesis tests for large sample difference in proportions.
I'm going to bet that the question is asking if the 2004 proportion is larger than the 2002 proportion. in that case:
H0: p2004<=p2002 vs. H1: p2004>p2002
think about what you can and cannot conclude from this hypothesis test. if you an reject H0 then you have statistical evidence that the proportion in 2004 is larger than the proportion in 2002. if you fail to reject H0 then it is plausible that 2004 had the same or smaller proportion. This is the set up that is favorable.
what if you had it the other way around?
H0: p2004>=p2002 vs. H1: p2004<p2002
now you can fail to reject H0 and it is only plausible that the proportion in 2004 is larger than in 2002. if you reject H0 then it is true that 2004 had a smaller proportion than in 2002. Either way, you are concluding something that isn't important for determining if the proportion in 2004 was larger than the proportion in 2002.
