There is a free program setacl that allows you to set the access control list for any file. This list is the set of users that have permission to access the file. You have to use the ACL IDs but you can get those from XP-HOME.

One thing you could do is when you install them set the option that it should be accessible only to you.
The other option would be to set the access privileges of the programs executable file such that a specific user doesn't have access. To do this,
1) log in as the Administrator (hit ctrl + alt + del twice at the login screen and type Administrator for username with the password or use the safe mode).
2) Once you login as Admin, locate the exe file of the program whose access you want to limit.
3) Right click and select properties. Go the the security tab here. If the name of the specific user is not displayed you can add this account to the list of users displayed.
4) Either by adding or selecting the name of the user who you want to deny access to, check the full control button in the Deny option. The OS will warn you about using Deny.
Accept changes and logout, should be done.
