Lower the net and hit the 10-ft line. Once you have gained "experience" and confidence, put the net back to the normal hight, and practice on 10-ft kill. You may ask the setter to set the ball right over the net, but it would give your opponent more chance of blocking your shot.
You definitely need to jump higher, and use more of your wrist power (which also needs special workout). It takes some time to get there, and more time to make your decision "on the fly" regarding whether to hit 10-ft or 30-ft.
After you can hit the 10-ft line "at will", your next goal would be to hit the 10-ft line and watch the ball bounce to the ceiling...

There's a lot of court out there - why worry only about a two inch line? Besides, if you want to consistently hit the ball on the 10' line, you're going to have to withstand being blocked a lot (I'm assuming that you'll hit the ball right over the tape).
The best thing to do is learn a variety of shots. Sharp Cross Court; Hard, Deep Line; Roll shot to 12'; Tip to 6'. Good hitters have one good shot. Great hitters have three or more. As soon as the defense picks up one, you throw a different one at them.
Unless you just want to show off...

You shouldnt exactly hit ON the 10ft line. You gotta start from the 10ft line and work your way up from there.
Start from 10ft line (that's your start)
Take LEFT-RIGHT-LEFT-JUMP
HIT the ball (snap your wrist!)
Dont touch the net or the middle line when you land. That's point for the other team!

both of the answers i agree with. treat it like it were a jump serve, and you dont wanna hit it down. try to roll shot it, or make it go up first, then down. to do that, make sure you contact the ball above your shoulder, popt it up, and snap your wrist so that it has top spin. hope this helps! =]
oh! and practice a lot!!!

learn to jump higher by taking plyos classes, remember to keep the ball in front of you when you hit, and snap your wrist more to hit straight down. Hitting sraight down isnt always the best thing to do you have to c where your opponent is and hit where they aren't.
oh yea hitter pride!
