Did you buy a new car from Dealer? If that is the case than the dealer would have prodvided you the necessary paperwork? If you are financing this car and if you are not one of the loan borrowers that it need to be sorted out with your financing company and then DMV.

Until you have paid off the financing, the car title is held by the place that is doing the financing.
They should work with you to get the various government registrations taken care of such as license plates, inspections etc.
If they don't, then inform the DMV of the situation & ask if it is legal and normal for them to block this, and what your choices are.
You may have to return the car to the dealer, and inform the sales manager that their practices have made it impossible for you to drive the car legally, so you need all your money back, excepft for whatever we can agree to was cost of you having the car for a short time. Tell him you love the car, but regretfully will have to find another dealer to sell you a car just like this one, because of the finance dept at this one.
The sales manager will go kick the butts of everyone in the finance dept to get this fixed, because he wants to keep the sale.

take your signed title to your local DMV(Department of Motor vehicle) or other branch that handles it(in my state it is Secretary of State) pay for the new title transfer, registration fee, and plates(in some states have to show proof of insurance). They willl walk you through it when you get there it is not difficult.
sometimes as well if the vehicle is from an immediate relative you don't have to pay the sales tax.

If it is a new car from a dealer, the dealer should have taken care of that and you should receive the registration and permanent plates in the mail shortly.
