IF you mean what is the difference between:
1) A Surround Processor/pre-amp
2) A integrated amp.
3) A Home Theater receiver.
Here goes. I will also include a link to a example of each.
A Surround system needs several operations to take a signal from a source to the loudspeakers. A receiver combines these into one simple chassis. The term Receiver is a hold back from the old days to describe a FM or AM tuner was included. All the functions of surround sound are included: AM/FM receiver, DSP, DAC, surround processor, Pre-amplification, and final power amplification.
An integrated Amplifier is to my knowledge strictly a Hifi Stereo application although I would love to see one for Home Theater applications. It is a Stereo Receiver sans the Radio tuner portion, most are higher end than a standard Stereo Receiver.
A separates system can just be a processor/preamp separated from the final power amp, (this is the most common and is two links below) or a separate chassis for each operation or combinations of two or more of each. This can get extremely confusing and should be left to a professional Home Theater designer to recommend specific products for custom high-end solutions.

P.S. This answer only covers the processing and amplification section of a Home Theater. If you are interested in a surround system you will need to look at source devices, loud speakers, and video systems as well.

A preamp is a processor that requires a separate amplifier so that you may connect your speakers to your system.
Are you asking about a receiver with built in amplifier? This means that you do not require a separate amplifier for your surround system. You may also buy a better amplifier if you wish by using the pre-amp out from this receiver.

A preamp is used for controlling or a switching device, like to use a CD player, DVD player, tuner, phono, etc. You cannot hook up speakers to it therefore you cannot hear a preamp.
You would need a amplifier also in order to really use a pre-amp.
A receiver has three components to it, a tuner(Am /Fm radio),
a pre-amp, and a amplifier. It has everything you need to start a home theater system.
