ok i have a best guy friend and he sid if we were dating he would have already kissed me and i asked what that was suppose to mean and he said that he wouldnt mind kissing is that a sign that we were made to date?

No, it's a sign that he wants to kiss you. Don't read stuff into what guys say, because generally they say exactly what they mean.
Well, it's possible that he wants to ask you out, and was fumbling over his words, but if this were the case, he would probably have followed up with mumbling something about would you go out with me some time...
