To round to the nearest tenth, you look at the number in the hundredths position. 9 is in the hundredths position (9.7"9"7). Round up only if this number is 5 or higher. Since 9 IS higher or equal to 5, you round up. This means the 7 in the tenths position (9."7"97) becomes an 8.
The answer is 9.8
If the number in the hundredths position were 4 or less we would 'round down'. This means that the number in the tenths position remains unchanged but all following numbers are dropped. Thus 9.7

in this case it would be 9.8, look at the number to the right of the value you want to round, if it is greater than or equal to 5, round up, if it's a 4 or less, round down.
EG: your example would round to 9.8 but if you had a number, say 9.724, it would round down to 9.7 because the number to the right of the 7 is less than 4
