Car Titles!!!?

If two people have their name on a Car Title and one of the person want their name removed, is it true that you need that person who's name is on the car title also to be present with you in order to get your name removed off the Car Title???

    the only way that they wouldnt have to be present is if this person has signed it under a lein holder. if so all they would have to do is sign their name under the realese line and date it.
