Is this Rank Manipulation?

I hope Moderators read this.

Being a poor graphic designer I am constantly looking for work. As such, I am signed up at several freelance sites. Today I was perusing available projects and came across this one.

This is rank manipulation at its best.

Is there anything that can be done to stop abusing what is meant to be a community for google, msn, yahoo ranking?

Is there anything the Mod team can do to stop abuse such as this?

    And people actually put a bid in?!?!?!?!?!?! That's the stupidest thing I've seen all day.
