What is the best action free rpg online?

I've played online RPG's for a few years now, but I'm not sure I understand this question. When you say "best action free" do you mean with no monthly payments? If that's the case then I would have to say Guild Wars. You have to buy the software, or an account key from their website then download the game off the internet if you didn't get the CD's and that's it. they come out with expansions, but you have to pay for those, but they aren't required to play. Infact the expansions can be played without the origional Guild wars.

WOW Because it has many episodes nice graphics and more that I don't know, Lineage II because you are like a traveler in here that has no goal rising force because it has a nice story line good graphics rakion because its full of action and Ragnarök because its very user friendly thats what I really want in a game I would prefer a game that is:
