Can a mentally affected person be useful to the state?

Some people always pretend that they are mad, whereas, they are very sane.This is in an attempt to beg for money.Lazy guys.

    Depends on the mental impairment and the work duties. More often than not people with mental illness who are stable can work as well as anyone else. However, if the person is not stabilized it is usually not a good idea for them to engage in employment. This is not lazy, it's just the way it is. Mental illness is real and requires real treatment. Without adequate treatment, quality of life (work, relationships, mortality) suffers.
