Take her to a place where there is only one step. If she goes up and down the one step by herself, then you start working on more steps at a time. If she doesn't, lure her up or down the step with a treat. Most dogs get over being scared of steps pretty young. One of the biggest problems we had with our dog and steps was that the steps were each individually carpeted, so you could see between the steps. I think he was afraid he'd fall between them. Use treats or a toy to get her to come up the steps by herself. If you have to, leave her at the bottom while you go upstairs, sit down at the top of the steps and call her to you. If she comes up, praise her and give her treats. Do not go down to get her, unless she leaves the bottom of the stairs or unless its not safe to leave her by herself for a minute or so. Just keep trying, she'll get over it in time.

my kitten (as well as a few dogs I've known) did not like stairs in the beginning either, but it was just because he was young and didn't know what they were...try this:

have one person stand at the bottom of the stairs encouraging the pup to come down while you start at the top step with the pup; pick the up the pup and put her pet her down so that her front paws are on the first step down while her back paws are on the top step, then pick her up again and arrange her so that all of her paws are on the first step down, then pick her up again and put her down so that her front paws are on the second step down while her back two paws remain on the first step down, then pick her up again and arrange her so that all of her paws are on the second step down...continue in this manner until the dog reaches the bottom

it helps if there is something at the bottom of the stairs that the dog likes (favorite toy, bowl of food, etc...) so that anytime the dog wants that item, the dog must climb down the stairs to get it (make sure your dog knows where it is before trying this technique)

move slowly, at your dog's pace, however some dogs will understand after the first time you "help" them walk down the stairs, some need more time

you may need to do this a few times before your dog gets it, be patient and positive, always reward for giving best effort

I know for my kitten I had to do this twice, the second time I had to "help" him climb down the stairs by himself, we got half way down and all of a sudden it clicked with him what he was supposed to do and he climbed down the rest of the stairs by himself!

    good luck
