Would you read a book involving a person mentioned in Harry Potter?

You mean Nicholas Flamel? Sure, I would, if the opportunity presented itself. Flamel, from what I've read online, sounded like a rather interesting person.

Sure I'd be interested if it's recommended to me as a good book or I read the first few pages and it seems to be written well and catch my interest. The fact that the person is mentioned in Harry Potter is perhaps only relevant in that decision because I might wonder what made them so special to merit the mention. But unless I know the name of the person you're talking about - I just don't know.

I tell you one thing though - just getting mentioned in Harry Potter doesn't mean I'm going to discredit some other book or decide whether or not I want to read it.

If the character was as well developed as the rest of the characters in Harry Potter, then Yes, I woud read a book involving that character.
