My mailman just put a letter in my mailbox saying they are stopping my mail because the person next to me has?
a broken mailbox that is causing scratches on their car. My mailbox is brand new and install by usps standards. I have no control of the person who owes the mailbox that is giving them trouble. I live in a rural area so my neighbors are not close and I have no idea who they are. I can see them stopping the mail of the person who has the broken mailbox, why are they stopping my mail.

I deliver to curbside boxes and have never had this problem. How close does the carrier come to the boxes that the car is being scratched?
You should be able to contact the local post office. Ask for the postmaster or delivery supervisor. They should be willing to help you out with the problem.

That does sound strange. I would go in and talk with the postmaster in person. The mail isn't run by the government anymore, well they hire out - so who knows what the rules are nowadays.
But it doesn't sound right. I've heard of them not delivering because of dogs, but not someone else's mailbox. Good luck. When you choose a best answer, tell us what happened.

That's right, call the Postmaster of the post office your letter carrier works out of. They can't do that.
Have you tried talking to your neighbor? Calling them or leaving a note in their box? If all else fails slip out in the dead of night and push the obstruction out of the way.

If the mailman picks it up and it has the correct postage, it should be delivered anywhere in the world that has a postal system.

This sounds weird. I've never heard of this happening. I'd call the Post Master for a better explanation.

I never heard of anything like that in my life. It's a federal offense for mail to be held over 48 hours. You need to call somebody.
