Hi...
Are you using Windows XP?
If yes then you can restrict the number of the files, clear the list or disable this feature but I didn't find any program that could ask you everytime if you want it in the list or not.
You Right click on the Windows taskbar > Properties > Start Menu > Customise > Advanced and check the Recent documents section at the bottom.

if you are using xp,then you can restrict it..
but if using previous ones,then you can juct clear that up...but not control that..
to do so right click taskbar>select properties>start menu>customise>then change required settings..
