Good or bad is subjective. Ethnicity plays a larger role in this area...

It's not great, but it's not as bad as people make it out to be. I live in Bed-Stuy and although I'm definitely in the racial minority there, I have never felt in danger. Most of my neighbors have been very friendly and I often encounter men and women who pass by me and say "good morning" every day on my way to work.
Bed-Stuy *was* a horrible neighborhood in the 80s. It's still not great, but it's much much safer than people make it out to be.
It's also home to the largest concentration of brownstones in NYC--once the reputation turns around, it's bound to be gentrified by people buying up those houses.
