Immigrating after retiring in Europe. What are the options?

My mother is 70 and I do NOT live in Canada. She has money and can support herself. Where can I find information what her options are as far as immigration to Canada? She lives in Europe and is NOT a US or Canadian citizen.
What are the regulations as far as buying real estate in canada for foreigners? taxes etc?
How long would she be able to stay if she cannot immigrate?
Again she is not a US citizen.

Canada is a very bad country. Its government is not reliable.

Where in Europe? Immigrants from Switzerland, Austria, Germany, and the Scandanavian countries seem to prefer BC, which can be expensive, but there is a large European immigrant population living in the East Kootenays in BC.
There is a large Italian population in the southern interior of BC and I think perhaps in parts of Ontario -
The problem facing people from other countries who dont have status if financing for a home here,banks dont like to lend money to people who arent citizens or dont have landed status, they are also reluctant to lend money to Cdns working overseas --

Each European country has it's own requirements for being a legal alien. Once you decide which country you want to immigrate to, contact the nearest Consulate for that country in whatever country you are resident in. They will be happy to send you all of the paperwork necessary to apply for legal alien status.
