Brother can't get license till age 19.5, can he get permit at 19? (California)?
My brother, silly boy that he is, decided that his friend was too drunk to drive and he decided to drive home even though he didn't have a permit or license. He got pulled over for a headlight problem, and now because of being caught driving without a license, he was told he can't drive until he's 19.5, which will be in January.
Not driving is now becoming a hurdle for him to find a job, now that he's out of high school. Can he take the written and get his permit now, so he's ready to take the driving test in January asap? If he has a permit, can he legally drive with a licensed adult in the car, or does "no license until you're 19.5" mean "no driving until you're 19.5"?
We're in Los Angeles county, California.

I suspect that he can take the written test, but the most
effective thing to do is ask the court to reconsider his penalty.

My guess would be he can't drive at all till he is 19 1/2.
Shoul call you r local BMV to make sure.

He can wakl or ride a bus...A car is not needed in working a job unless you are delivering something...
