Swedish help - translate "Ej statsbidragsberättigade" please!?

If anyone can help, that would be awesome.

If it helps, the context is school fees...I'm thinking it might be for boarding, but could be completely off the mark.

    Literally it means "not entitled to State subsidy" [entitled is in plural]. I'm of not clear about the context, but basically public subsidies is paid not to the student, but to a privat school. However, for the last 15 years this is not State subsidy but Municipal subsidy, so if your text is from recent years, it might be talking about something else.

    Also, private schools are not allowed to charge school fees at all in Sweden, because they stand strictly on the principle that education is free, even including university education for students from all countries.
