Click on Tools > Internet Options > Security tab > Custom Level ... > scroll all the way to the bottom and under user authentication choose prompt for username and pasword logon
Not sure why that's not working... try this:
Open up Internet Explorer
Click Tools
Click Internet Options
Click on the tab Content
Underneath 'Content Advisor', Click Enable
Then click on the tab General
Under 'Supervisor Password click Create
Make you password then click Ok.
Then Apply and finally Ok

You can't have a username and password for Internet Explorere, what you should do is have a password for your windows account (Assuming you are using Windows) this is done under control panel, Users.
Or have a password for your Wireless Router. Its called WEP or WPA.
