Can someone explain the thumbs up/thumbs down thing?

Why cant I click on the thumb icons? The 'report abuse' flag lights up when i mouse over it, but the flags dont do anything. I could probably search the site for the answer... but Im feeling lazy and am giving up 5 points for this.... can someone explain please?

Also, what do they mean? (might as well get my full 5points worth here lol)

    Hi.

    Unfortunately, people on Level 1 are unable to give Thumbs up/down, and you appear to be on Level one.

    It does not take much energy to advance to Level two, which will enable you to give Thumbs Up/down, for it only takes 250 points to get to Level two.

    If you wish to know how many points you will need to advance to the next level, I have also provided explanation to gather this information for you.

    Either click on your Avatar or click on the “ MY PROFILE” link upper right to view your profile page. Then scroll down until you spot the word “ TOTAL POINTS’ to the left. The word “ TOTAL POINTS’ has a small blue question mark next to it. ( Note: click on the blue question mark to get full details about points and Levels).

    The TOTAL POINTS indicates how many points you have, then it indicates how many points you have earned this week, then it tells you how many points you need to make the next Level.

    For example:

    Total points: 200.

    Points earn this week: 50

    Points to get to level two: 50.

    You need to be at Level 2 (250 points) to give a thumbs up or down. This link will show you the levels, points needed to get there, and what you can do at each level:

    Keep answering questions or voting on best answers and you will be there before you know it. Thumbs up/down show if you agree with an answer or think it's a wrong answer.

    The thumbs up and thumbs down mean that you think the answer is a good one or a bad one, respectively. You have to be at level 2, which is 250 or more points on Yahoo Answers, to be able to give thumbs up or thumbs down to an answer.

    You have to get to level 2 (250 points); you're still at level 1. You just haven't been playing this game long enough. When you give "thumbs up," it means you like the answer that person gave, "thumbs down" means the opposite, of course.

    that is not significant if somebody supplies a thumbs up or thumbs down. yet while somebody supplies a thumbs up you get a factor and in the event that they provide you a thumbs down no longer something happens.

    Thumbs up give points to the answeres; thumbs down let me know people are unhappy with the answer
