Is the War Powers Act of 1973 clear to you? Has it been used as intended in the last 20 years?

The War Powers Act limits the Presidents powers to engage in war without approval of the US Congress.

If the President can deploy troops at his descrestion; and then ask Congress for funding; and the Congress can't say no to the Commander In Chief with troops in the field.

Can anyone see how the Congress is removed from the decision?

    They can't engage in war but they can use troops without the Congress approving a War Resolution for up to 20 to 30 days. After 30 days it's up to congress whether to withhold money or not for the battle. Regan and Clinton used this power.

    Clinton didn't have Congressional authorization to use force against Bosnia, but Dicktator BJ just said 'screw it, I'm sending them in anyways'.
