How can I block E-mails that don't allow a response?

I have created rules to delete a lot of crap e-mails, but what I would like to do is not allow any mail to come in unless I can respond to it. I'm using Outlook Express...thoughts??

    If you got ANTI SPAMMER or SPAM BLOCKER...

    but even you have, most of the time it is not that effective.
