Partitioning software can not work from Windows, this would destroy the system as soon as it started.

Sorry that i advise you not free software, but it's really great!Acronis Disk Director is perfect for what you need and also it has many other helpful features:

2)install multiple operating systems on your PC;
3)recover accidentally lost or deleted partitions;
4)perform advanced operations on your hard disk drive, such as restoration of boot records and hexadecimal editing.

If you have a windows XP disc, you can just boot up from it then in the first part of the installation you can choose to partition your harddisks.

Then, stunning-click onpersistent C:, and use the cut back returned Partition device to cut back returned the C: ability to make room for XP ( 20 GB, <>). Then, installation XP. This destroys W7's Boot Loader. jointly as W7 disappears, and it will, as quickly as you re-boot, yet, W7 maintains to be there. Use the loose EasyBCD to make certain a working twin-Boot demonstrate demonstrate screen showing XP and W7:
