In the European Union almost all live sports are shot in 16:9 High Definition 720p or 1080i for the MASTER feed however broadcasters can select feeds in 16:9 HD (the most expensive) 16:9 SD and 4:3 SD

Most TV shows are broadcast in whatever aspect ratio they were originally shot in. While plenty of new content is now shot in 16:9 (widescreen), many things are still shot in 4:3, and of course, there is 60 years of past TV programming that's all 4:3.
Most newly-shot content will transition to 16:9 over the next 5 years.

It depends on the standard of the country sending it. Many countries still use 4:3 aspect ratio cameras and you can't add information that's not there.
