    An unreformed sedimentary layer is older than the layer above, & younger than the layer below. The sediments on top are the youngest. With erosion (wind, rain), the lower older layers are exposed. So in undisturbed rocks, the oldest layers are at the bottom.

    Unless the sedimentary rocks overturned in an orogenic event. Technically they are not "reformed", just bent a little.

    Sorry, I had to throw that in as a poor attempt at geologic humor.

    SamB12 is absolutely correct - it is sometimes called the law of superposition.
