Who can create my user-generated content website?
I started a website, http://www.hookupstories.com./ The hope is that people can share their hilarious hook up stories and others can learn from or laugh from reading about the follies of others. I have no web designing skills and was wondering if anyone knew how to get it off the ground?

You could explore using a package like Drupal, which is a free website "template" in a sense. You need to set up a server, then follow the instructions to set up and customize this tool.
If it's above your current knowledge, do some research and see if you can see yourself learning it yourself, or if you won't want to bother and want to pay someone to set it up initially for you instead.

But you would need to keep keen watch on the pictures being posted on that site. Some people may post obscene snaps of celebrities or loads of porns stuff. It may create a bad taste for real fans.

Try Joomla, it's a free open source CMS (content management system) with many add-on's and modules.
