Dear, many questions.
Germany, as most of Europe, has the UIC-gauge of 1435 mm.
The 103 was buildt for 200 km/h
The question about the diesel ICE I can´t answer. Maybe www.siemens.com knows the answer, even www.bahn.de can help (official page of DB - German Rail).
Hamburg Hbf (central station) was opened around 1900. Exact date/year I don´t know. Maybe www.hamburg.de can answer that one.
