No, she joined the cast in 2000. For the first year, an actor named Lacey Chabert was the voice of Meg.

No she just started playing Meg that the end of the 70s show.. there was another voice in the first couple of seasons.

No she didn't. For some episodes in the first season another person did her voice. That was a good question though cuz sometimes it is hard to tell.
