I am in Evanston on an F-1 VISA. Will I be able to drive a car here without getting a local license? I have an international license...

An international license is merely a document that translates your license into 8 languages to make it easier for other countries to understand your status. It is not a stand alone document, but it carried with your valid license. If you are a tourist, you can use your valid license. If you are a resident you will need to get a local license.
