I never was very good at these things but I like to try. The best my gray-matter could come up with was 1582.

Since you didn't say anything about a bus driver or other passengers... and assuming that each girl has two legs... tell me how far off I am.

For one girl: 2-legs. So far so good?

One bag @ 8 cats x 4 legs each = 32 legs x 7 bags = 224 for a total of 226 legs for one girl.

So 7 girls x 226 = 1582

I know that's too simple so it must be wrong... right!

7 girls each have 2 legs= 14

2 for the bus driver= 2

7 big cats have 4 legs= 28

7 big cats each have seven little cats= 7*7=49

each little cat has 4 legs= 49*4=196

14+2+28+196=240

But if there wasn't a bus driver, the answer would be 238.

10992 legs

7 girls x 7 bags = 49 bags

1 big cat has 7 small cats = 8 cats in a group

7 groups x 8 cats = 56 cats in a bag

49 bags x 56 cats = 2744 cats

(2744 cats x 4 legs) + (8 persons x 2 legs) = 10992 legs
