Are there requirements for registering with the state for rescue organizations in California?

This question was prompted by the Mutts & Moms debacle, but is more general. Are rescue organizations regulated in any way by California (or L.A. county?) Do they need to be a registered non-profit?

I know there are spay and neuter rules, and microchip rules. Are there other restrictions or requirements in order to run a rescue agency that rescues animals from the county pound?

Again, I'm NOT asking for info about Moms & Mutts. Specific citations to rules, if known, would be very helpful.

    The best thing to do is call your local counties animal control office. They will be able to give you the information you are seeking.
