What does "foil" mean with respect to Magic the Gathering cards?
I saw foil cards for sale on eBay but I don't know what the difference between a foil card and a non-foil card is.

foil cards are all shiny like glitter it means the card is more rare and usually is a strong card and worth more cash .

Simply put, foils are the shiny, holographic versions of a certain card. Cards that are considered foil (before Mirrodin/8th Edition and some Timespiral Timeshifted cards) will have a "shooting star" on the bottom of the card. This notates foil. Post Mirrodin/8th Edition cards have a holographic background in the picture. They are rarer than it's nonfoil version. They may or may not make the card worth more. Every card since Urza's Legacy has a foil version.

Foil card means in Education side of colleges they should some additional marks of students conduct the college internal exams and individual performance of the students (assignments,Presentation) they allow and permit with his subject professor give some extra marks given in the common (University) exams.(Applicable only for Autonomous Colleges).

"foil" cards represent shiny cards...this shiny is also called holographic with respect to the colors. If you have a card that is all shiny looking then you have a "foil" card.
