You won't find any Tri-specific designs for an entry level price. Most of the beginning triathalon people I know use a standard entry level road bike and put after-market aero bars on it. Clipless pedals are a must. They allow you to apply power through the entire pedal rotation.
The bike market is so competitive that any two road bikes in the same price range are really very comparable. Figure out how much you want to spend and then road test all the road bikes in that price range. Don't put too much emphasis on component groups. Once you are at Shimano 105 or better, they all work well. Just get the bike that feels like it fits you the best regardless of brand. If you try enough bikes, one will just leap out at you as better for you than the others.

I'm sure you will hear many varied opinions on this. I would use a good road bike with clip-on areo bars if I were just starting. Tri or TT bikes are specialized and many riders put on a lot of miles on a road bike for TT or Tri training. Road bikes handle much better and the standard break/shifting setup is safer. That's MHO.

For a Tri Bike expect to pay a grand upwards.
Some very good makes:
Scott, Specialized, Bianchi, Trek, Felt and Cannondale.
Good Luck!
Evanscycles.com is a good retailer, hope I helped! =]
