We always had a saying about the rain on camping trips, when it rains we switch to plan "B", which is plan "A" with rain coats.
If there are hiking trails by the river you were going to canoe, take a hike.

Why does everyone cancel when it rains? You're on the water and may get wet.... so what? bring tarps and rain coats. I use big trash bags for emergencies and still have fun.
