What is the rule for the pronounciation of the indefinate article?

I know the indefinite article (a) is pronounced in two different ways. One is - what I consider the standard way - pronounced like the first letter of e.g. "accomplishment" (I could not use the Shwa due to font constraints) and the other is pronounced like the first letter of the alphabet /ei/ .

Can you tell me about these two ways of pronouncing "a" and when they are used? Is there an official rule? Don’t tell me this is another BrE / AmE variance!

I am fully aware of the use of the article 'an'.

    A is usually pronounced in it's hard form as in :-

    A loser

    A pratt

    A waste of time

    and A stupid question.

    No rule. Just the way different people speak.
