I think it depends on how habit forming they are. It is suprising though because there are some legals that are stronger and more hallucenogenic than illegal ones! I think all herbs should be legal anyway... it would regulate them and there wouldn't be an underground drug market causing crime and other problems.

As for illegal herbs... I don't think we're allowed to mention them on here :(

I would say the addititive qualities and/or the level of the 'high' that one can have from the herb that depends on whether it's legal or not.

Someone in their ultimate wisdom has categorised some as good for cooking, and others as evil narcotics, only good for gettin high. Have you ever smoked basil?
