Sorry about your mom. This happens all the time. The elderly are forced to move out of the homes they bought and worked all their lives to keep because they can't afford the taxes. All the while, services go down and union workers in the towns and cities have sweet overtime and pension deals. This happened to elderly people I know as well. Its a shame.

Let me give you the Republican answer: Your mom should have handled her money better. If she had planned ahead, she would be able to pay her taxes and wouldn't be a burden on society.
