Paypal users?

I was recently trying to file a complaint for an item through paypal. I went to the transaction details of the item and on the bottom is a link to resolution center, it partially says "Need help? If you have problems with a transaction or would like assistance settling a dispute with your seller, visit the Resolution Center." I clicked on the link and read the whole page. On the bottom it says "If you live , you can file a general complaint if you are unsatisfied with the level of service you received from PayPal. Your complaint will be routed to a PayPal Customer Service representative who will respond to your complaint. " What is this all about are they threatening people, it says if you live

lol i believe it was meant to say "if you like", but then again i filed a complaint about someone who never sent me an item i paid for. they have yet to date do anything about it and that was about 2 years ago. so maybe it is meant to say "if you live long enough" lol
