Horizontal or Vertical coordination in US government?

Vertical Coordination: The President announces a policy, the Congress writes a bill implementing it, the President signs it and the Justice Department enforces it, along with the States of the Union.

Horizontal Coordination: Two committees of the House of Representative decide to put forth a bill, each writes one section of it and they are compiled to be put to a vote.
