I will say yes. Thailand, Philippines and Indonesia are even more technologically advanced than Mexico. It's just that Mexicans have larger income. There are large cities in Mexico but the thing is the percentage of rural areas in Mexico are greater than those in urban.
Another reason is Mexicans are not professionals that is why I think they are really "MUCHACHOS" from the provinces of their country. Just look what happened in Miss Universe 1995 and 2007 wherein it was held in their country, they booed Ms. USAs. It is only in their country that this event happened.!! "Provincianos Mexicanos Ignorantes Muchachos!"
