The only person who can tell you if he likes you or not .... is him. So stop looking and start talking to him. Try to become his friend before you become his lover.

Well first he could be looking at you a lot because he keeps noticing you looking at him. But just flirt a little with him if you truly want to know and if he responds well to it or flirts back then you might have something there. If he just wonders what the heck you're doing then sorry you probably just made a fool of yourself :) but you must take a risk if you want to find out. Good luck and hope things work out for you.

From a guy, whatever hints you think you're dropping, we're probably not paying attention. lay it on thick and we'll get the idea. Best thing though is go up and talk to him, don't just admire him from afar. Find out what his body language is when engaged in a 1-on-1 conversation with you and that will reveal a lot.

Well you obviously have shown interest in him, I'd say go for it, make an approach, flirt a little. Worst case scenario he won't like you and you move on.
