When it comes to the curcular metal piece on the bottom center of the chair.?

The problem I am facing is that the chair can still be sat in if it wan't for the circular metal piece on the bottom center(under the chair). I want to know how I can cut this part of the chair off so that I can sit in it again. It is about 1-2 inches wide and about 4-5 inches in length.

    A hacksaw or a reciprocating saw with a metal cutting blade. Depending on the chair you also may be able to unbolt it from the bottom.
