What is public secret?

Question

for me it's a secret shared by everybody but everybody just pretending doesn't know anything about it. in other words, it's not a secret anymore

what do you think? any example

My guess is that it is a secret where the government and people share against the outside world.  For instance, the government ask the public to say that we are democracy but the secret is, we're not!

I usually associate it with government or political ruling in which the underlying intent is not what the ruling seems to be on the surface. So there is a secret intention which the officials do not want the public to know but the public is not so dumb anyway.

Public secret is something outsite the interpretation provided by Official Secret Act (OSA) ... and spreading it will not bring any threat to national security or being detained under Internal Security Act ...

A 'Public secret' is a contradiction in terms, IE an oxymoron, some of my favourite oxymorons include 'Government intelligence' , Alone Together' and my favourite 'Jumbo Shrimp'
