if a person made their IP address the same as mine, when I log on will they be on the same system I am on, and if so, what can I do to stop this and catch them?

More than likely, you are part of a DHCP pool, so your ISP assigns you a random IP address within a certain range. Two users can't use the same IP address at the same time unless they're on the same local network. After some time, you will release this IP back into the pool and pull a different one (sometimes the same one again if it isn't taken). If the other user tries to statically assign your IP address to himself, in theory your ISP will be alerted and both you and him are going to have problems (routers won't know which location to route traffic destined for that IP).

i dont think u can catch them ppl make same IP but it is not visible to the internet becasue internet sees only what ever the IP given by ur ISP
