how can I configure a sound card to play music in chat, using head set/ mic config. the specs of a pc unknown?

in the sound panel option in control panel. If you switch to record menu and check "what you hear" you should able to do that. NOt 100% sure and might not work on all card so play around with the menu in contorl panel.. good luck
